fixed: Mouse wheel wasn't quite right on win32 - WM_MOUSEWHEEL decides to give us screen coords, unlike all the other WM_MOUSE* calls which give client coords.  Send two messages (a button down followed by a button up) to be compatible with what SDL should be giving us.
