EditEvent.inc: set state once after failure

Previously, checkQueryState was setting the state variable any time it was
called.  This resulted in the following possibility:

- query fails, state set to false
- query succeeds, state set to true
- for loop ends
- mysql_query("COMMIT") is called since state was true

This change causes state to start out as true and checkQueryState to set
state to false only if a query fails.
