obs-db: Make it possible to catchup a full project

This is disabled by default and controlled by the option
General/allow-project-catchup.

The use case is when we need to add a new project (like
GNOME:STABLE:3.4) to the database; this avoid having to deal with a
manual checkout and update of the database.
