IPC: Redefine VirtQueue ids sequentially for each processor

The vrings have been rearranged, with the indices converted from
a system-wide unique ids for all slave processors to only a
processor-wide unique ids. The indices now start from 0 for each
processor. The indices 0 and 1 are used for the base RPMsg vrings
for both IPU and DSP.

The indices for AppM3 have been moved far apart, as it is not
expected to be used separately, but only together with SysM3
in a SMP-mode.
