Make bin/bundle work

Previously, all commands in bin/ would require all gems in the Gemfile
to be installed. This doesn't make a lot of sense for bin/bundle.

The updated bin/bundle can be used to install gems:
- it's callable from anywhere on the file system
- it will change gid/uid to the right user
- it will set up the correct Rails.env

/path/to/gitorious/bin/bundle install now works.
