Use global Issues namespace

Use global Issues namespace

Whether we like it or not rails doesn't namespace your app, hence we
don't have main gitorious app under gitorious namespace and engines
should follow this poor convention to avoid pain like setting table
names manually in models etc. (we'd end up with gitorious_issues_issues
etc).
