#395: default 3D cloud effect was max quality (instead of max performance)
Use lower density/range settings for 3D cloud effect by default. Avoids
scaring new users with less powerful systems, while users with
powerful machines will happily increase the effect. Also, we do the
same for all other effects (default to low quality/best performance).

Tat: JSBSim version of A6M2 is broken, so it must be fixed.
Now Ron Jensen and I are working on it and it's ready for publish.

Temporary fix around mis-assigned animations.

Animated Jetways doesn't read from "AI/Airports/ICAO/jetways.xml" if
"/sim/paths/use-custom-scenery-data" is set true. Go with the default
(custom-scenery on) and move "jetways.xml" accordingly.
