Lightguns require relative positioning.

It makes sense that the SNES Mouse would require relative motion, since
an actual hardware mouse reports relative motion. A lightgun, as
I understand it, should report absolute coordinates, so it makes no
sense to me that libsnes' lightgun support should require relative
coordinates. And yet... testing confirms that it does.
