base/clock.c, clock.h (clock_low): support BLPI (but may be useless)

Bypassed Low Power Internal (BLPI) promises very low power but it seems
that we're better off in FLL Engaged Internal (FEI), probably because
we race faster to idle (LLS):

- FEI: 720 uA
- BLPI, CPU 1 MHz, bus 0.5 MHz: 840 uA
- BLPI, CPU 4 MHz, bus 0.8 MHz: 800 uA
